WGNRRR Africa is a grassroots-led feminist network that promotes and supports grassroots initiatives to advance Sexual and Reproductive Health Rights and strengthen movements of activists and advocates of gender, rights and justice. Background
WGNRR Africa is implementing the “Beyond Barriers: WGNRR Africa’s Digital & Physical Security Upgrades project aimed to protect the integrity of its work, safeguard staff, and ensure the confidentiality of sensitive data through targeted digital and physical security enhancements.
The project focuses on three interlinked objectives:
improve digital security by implementing encrypted local backups, file-level encryption, secure communication tools such as Signal and Jitsi, and advanced network protections including a hardware firewall, VPN, and Unified Threat Management system.
enhance physical security by installing CCTV cameras in key areas, introducing biometric access controls for restricted spaces, and developing robust visitor management protocols. Finally, it will build organizational capacity to sustain these improvements by providing comprehensive staff training on digital and physical security best practices, both in-office and remotely, supported by ongoing IT assistance.
Together, these measures will create a resilient security framework that enables WGNRR Africa to operate safely, protect its people, and advance its mission without compromise.
2. Purposed & Objectives of the Consultancy
WGNRR Africa is looking for a consultant who will provide technical expertise and implementation support to the internal IT & Communications expert to deliver the project objectives, ensuring all systems are installed, tested, operational, and staff are fully trained to maintain them beyond the project’s lifespan.
Objectives
By Month 3 – Complete installation of encrypted backups, file-level encryption, and migration to secure communications (Signal, Jitsi) with 100% staff usage.
By Month 4 – Fully install and test firewall, VPN, and UTM system meeting security benchmarks.
By Month 5 – Complete installation and operationalization of CCTV, biometric access control, and visitor management systems.
By Month 6 – Deliver three staff training sessions on security best practices, with a minimum 30% improvement in assessment scores.
3. Scope of Work
The Consultant will
A. Digital Security
• oversee the procurement, Installation and configuration of encrypted local
backup devices
• Transition staff to secure communication platforms (Signal, Jitsi) and
ensure smooth adoption
• Implement file-level encryption for sensitive data,
• Set up and test network security systems: hardware firewall, VPN, and Unified Threat Management (UTM).
B. Physical Security
• Oversee the procurement and installation of CCTV systems in designated office
areas.
• Install and configure biometric access control and visitor management
Systems.
• Support the development of the organization’s physical and online
security protocols.
C. Capacity Building & Sustainability
• Co-develop and deliver at least three staff training sessions on:
Digital Security: Basic computer security, data management and security, social media security, mobile security, tools to circumvent surveillance and censorship, and incident response.
Physical Security: Personal safety, situational awareness, emergency response protocols, threat assessment and mitigation, and workplace security.
Psychosocial Security: Introduction to psychosocial security, addressing the psycho-social impacts of digital and physical risks, trauma-informed care, emotional support and coping mechanisms, resilience-building strategies, and community resilience
• Produce comprehensive technical documentation and a maintenance guide.
• Conduct a final handover session with the internal IT & Communications
expert, and produce a final implementation report, user manual, and
maintenance recommendations.
• Offer bi-monthly technical support, including troubleshooting and risk
management strategies.
4. Deliverables
• Digital security systems installed, configured, and tested.
• Physical security systems installed, configured, and tested.
• Three training sessions conducted with pre- and post-assessment reports.
• Technical documentation, maintenance guide and training materials.
• Final handover report and workshop completed.
5. Required Qualifications
• Proven experience in IT systems security (digital and network security), particularly in
non profit or advocacy environment.
• Demonstrated expertise in physical security systems installation and integration.
• Strong understanding of data protection, encryption, and secure communication tools.
• Experience in staff training and capacity building.
• Familiarity with feminist organizations, NGOs, or human rights settings (an asset).
6. Duration and Level of Effort
Duration: 7 months (exact working days per month to be agreed).
Payment: Based on agreed deliverables and milestones.
Bi-monthly on-site and remote technical support after completion of the installation of all security systems.
